Vision
A lead education institution in the enhancement of valuable and effective members of the National Service Reserve Corps contributing to the development of the Bicol Region and the nation as well.
Mission
To conduct capability enhancement for civic welfare, literacy and military services geared towards strengthening the values, and traits of the youth while working closely with a network of organizations within and outside the University.
Strategic Goal
To enhance the capabilities of youths pursuing a complemented activities with the different units/colleges of the University together with collaborative undertakings with the different educational development institutions and communities in the Province of Albay contributory to the goals of the University towards the region.

Strategies
1. Pursue the three program components of NSTP in complementation with the different functions of the University, most specially with the Extension function.
2. Operationalize functional linkages and networking with different development institutions for joint NSTP undertakings and resource generation.
3. Act as convenor or lead educational institution in implementing NSTP training programs at the regional level.
4. Continuous staff development of faculty members involved in the implementation of NSTP.
